Other Profit-making CPSEs 

Those CPSEs which have shown a profit in each of the three preceding accounting years and have a positive net worth are categorized as 'Other profit making PSUs' and have been delegated enhanced powers as under:
 
i.

The power to incur capital expenditure without government approval stands revised to Rs 150 crore or equal to 50% of the net worth, whichever is less
ii

The Chief Executives of the CPSEs shall have the power to approve business tours abroad of functional directors up to 5 days duration (other than study tours, seminars etc) in emergency, under intimation to the Secretary of the administrative ministry. In all other cases including those of chief executive, tours abroad would continue to require the prior approval of the minister of the administrative ministry/department.
 
The delegation is subject to the following conditions:
 
a. inclusion of the project in the approved Five Year and Annual Plans and outlays provided for
b.

the required funds can be found from the internal resources of the company and extra budgetary resources (EIBR) and the expenditure is incurred on schemes included in the capital budget approved by the government.
